The NCAA football oversight committee is recommending emergency legislation to enforce the transfer portal rules, proposing penalties for schools and coaches who accept transfers without proper notification during the January window. If approved, penalties would include a six-game recruiting ban for the head coach and a fine of 20% of the school’s football budget, along with a loss of five roster spots for the following season. This move aims to uphold the integrity of the transfer process, which has faced challenges amid issues related to NIL contracts. The committee also voted to eliminate the annual limit on official recruiting visits.
