These changes could severely impact minor league baseball by reducing player development levels and eliminating teams. MLB frames the proposal as a modernization to benefit college baseball, but it appears aimed at cutting costs. With the current Collective Bargaining Agreement set to expire on December 1, tensions remain high as both sides hold firm on their positions, particularly regarding a salary cap.
